@ai6yr is it time that armed forces face dual threats. One is of course hostile enemies but the other, just as hostile is internal due to weather. Navy who can launch flood rescue quickly. Armythat canengineer solutions to supply and reduce impact and provide manpower. Navy trained in firefighting with Chinooksand Hercules/A400M fitted with equipment to help in fires and floods.

In response to this post@John_Loader California National Guard has MAFFS (firefighting capability) on C-130's. Also they have been called into duty to rescue people trapped by a wildfire... quite a dramatic rescue a couple of years ago in the Sierras--ran through fire and smoke to pick up hundreds of campers trapped by a fire.
@ai6yr perhaps someone could design a simple water bomb that could be carried in a B52
