"You should block [X] because [reason, e.g. they federate with Threads]. We block anyone federated with Threads" is no more dictatorial than saying "Don't tell other servers who to block, don't warn them you block servers that federate with Threads".
People can run servers as they please, federate and block as they please, develop policies and red lines between themselves. Defederation cuts both ways.

Everyone can run their server as they see fit but do not force it on others by repeating calling them out etc
Just block and be done with it if thats your way
