@nazgul It works the same way here - immigration makes a lot of people very angry, often for reasons of barely veiled racism. So we set up the same nightmare of bureaucracy for legal immigration to serve as a filter that keeps the dirty poor people out. If you have enough money to navigate the system, you can come in. There are even 'investor visas' that give a fast track path to citizenship if you have at least six figures to throw around.
