You cannot simply quit your job while on active duty so mass exodus is impossible. Attrition will happen in the Active Duty ranks in greater numbers - they will not “re-up”. Recruitment/backfill of RNs will be even worse than it is now. The only incentive to stay will be for those who are a couple years from 20.
