Woohoo! Thanks to @alexs and @armerpunkt for pointing me at uhubhtl to fix my intermittent USB device (cli power up and power down of the USB device, restart process, fixed!)

sudo uhubctl --action 2 --ports 4

Hmm, ADSB card requires a hard power cycle to reset every day, rebooting the Raspberry Pi is insufficient. Don't make me build a circuit to hard power cycle my entire setup. 🤨
