USpol; genuine question on intersex rights

Has anyone seen any proposals coming from the Right or analysis emerging about the executive order declaring "only two genders" that discusses how it will apply to people who do not produce eggs or sperm?

Since it defines sex based upon that at birth...any ideas how it will be handled when a person has neither? There are definitely babies born without reproductive organs...so what would an agency with identity documents even do with that?
