The nightwatchman bit?

Well, often a 'nightwatchman' state seems to involve the continued protection of certain rights - those often associated with economic activity (from property, to contract) while those rights that might be enjoyed by the general population - say the right to health & shelter - are the ones that are regarded as being too much like 'big government'.

Now for the rich this isn't a problem, but for the poor, suddenly rights they had are regarded as superfluous.
