Yes, I think that's right; the tenants often are unaware of their rights, but then again, given the UK legal system, enforcing them through the courts is so costly as to make it actually impossible....

I feel like the justice system today is a joke. Justice seems to only exist for politician, rich people and corporations. Only very rarely do I hear of a regular person getting justice in a reasonable amount of time.
Yet another thing to add to our research project about how to reform modern society! ;)
