this is a guarantee.
if the person who says they're gonna 'fix security' is a person who 'doesnt computer', has no history of computering, doesnt work with computers and is either 100% a bureaucrat or executive, they flat out lack the skill to actually make anything happen.

its a fact of life.
and if their proposed solution is "more compliance", thats a successful litmus test that they dont know what they're doing and whatever they propose will either not work, or make things worse.
